总结其内在发展规律；从自然本底、意识形态、生产力进步、政府决策、经济发展、区际背景、规划政策等方面进行阐述，找出其特征及影响因素，解析人地关系矛盾成因。引导草原城镇人地系统和谐，探索拓宽优化格局、坚守生态保护、提升产业外延、实现人地平衡、维护和谐发展，建设发展与保护并重的可持续路径。

The Evolution of Man-land Relation and Sustainable Development Research in Prairie Cities： Taking Xinbaolage Town in Xilingol League， Inner Mongolia as an Example

[Abstract] Prairie cities which rooted in Inner Mongolia have strong regional features and strategic importance following with particular attribute characteristics and developing rules of man-land relations. This article takes Xinbaolage Town in Xianghuang Qi as an example for dividing evolution process of Man-land relations into four main phases with Nomadic Harmonious Period， Semi-nomadic， Semi-settled Transforming Period， Settlement Period and Industrialized Conflicts Period. Meanwhile， it describes each period’s historical backgrounds and main characters of man-land relation distinctly. Analysis for Prairie Cities’ man-land relation evolution process of three perspectives with spatial structure， elements flowing and profits balance， then figure out internal development patterns. On the other hand， analysis seven aspects of natural background， productivity growth， government policy， regional backdrop .etc to find out features and external development patterns. And also guide the harmony of the human-land system in prairie towns for Prairie Cities’ man-land system from five aspects of extending and pptimizing structures， persisting environment protection， promoting industrial extension， realizing man-land balance， maintaining harmonious development to find out the sustainable development way to ensure equal stress on both development and protection in prairie towns.

引言
人地關系是人与地在特定地域中相互联系、作用形成的动态结构，时间与空间变化是人地关系重点，不同历史阶段人地关系内涵是不同的[1]。草原城镇雏形源于蒙古民族“逐水草而居”形成聚落，在游牧文明背景下维持一种简单、生态的人地关系。伴随社会发展，生产、生活方式从游牧转为定居，人对土地开始静态征服与改造，人地关系逐渐复杂、动荡。独特的发展脉络彰显草原城镇地域特征，在后期发展中重塑人地平衡稳定显得至关重要。
20世纪以来，工业化急速发展，城镇扩张不断加快，原有资源分配与空间形态被打破，给地广人稀的草原牧区带来巨大压力。这一问题通过人地关系演化表现为阶段性及地域性矛盾影响进一步发展。文章以镶黄旗新宝拉格镇为例，通过对人地关系发展演变历程的梳理研究，总结草原城镇演变规律和影响因素，对草原城镇进行重新定位，探索一条健康、有序的可持续发展之路。
